This report by C.S. Mullen, Chief Engineer of the State Highway Commission - a precursor to VDOT - assesses the safety and traffic issues facing Virginia highways with regard to highway design and right-of-way widths, as well as his recommendations. Attached to this 4-pp letter are several maps and blueprints predating the interstate highway system:~~1.
